Ni “the economist” au “commercial interest?”

MTANDAO wa jarida mashuhuri duniani, the Econimist, wiki hii unmeibua mjadala mkubwa hasa Barani Afrika baada ya kuchapisha makala inayomzungumzia Rais John Pombe Magufuli wa Tanzania ikiponda staili ya utawala wake.

Katika makala hiyo yenye anuani isemayo: “Tanzania’s new president looks good but governs impulsively.” Makala hiyo inataka kujenga dhana kuwa Rais, Dkt. John Pombe Magufuli anaonekana ameanza vyema ila utawala wake unaongozwa na matukio!

Ukiisoma makala hiyo ambayo kwa bahati mbaya au kwa sababu maalum haina hata jina la mwandishi (by-line) utabaini mambo makubwa mawili: kwanza haina utafiti, inaonekana wazi kuwa mwandishi alikurupuka tu akiwa na ajenda yake maalum kichwani.

Pili, utabaini kuwa mwandishi ama anaowatumikia ni majeruhi wa mageuzi makubwa anayoendelea kuyaleta Rais Magufuli na kwa hiyo anawasaidia jamaa zake kulialia au anatumiwa na waliokuwa wakifaidika na mifumo dhaifu iliyokuwa awali. Nitaonesha punde kwa nini naamini hivyo.

Nimelazimika kuwa na mtazamo kuwa mwandishi anatumikia pande zote hizo mbili hapo juu si kwa sababu napinga kukosolewa kwa Rais Magufuli au nchi yangu adhimu ya Tanzania. Kwa mara nyingine nasema la hasha.

Naamini Rais Magufuli anahitaji mawazo ya kujenga zaidi na kumtia moyo zaidi kutekeleza ajenda yake ya mageuzi kuliko hata kusifiwasifiwa. Lakini ni rai yangu kuwa pale ambapo Rais na Tanzania vinakosolewa basi mkosoaji anapaswa awe amefanyia utafiti hoja zake kuliko kubeba ajenda za “wanamaslahi.”

Ukitaka kuamini vijenzi vyangu viwili vya hoja (premises) kuwa mwandishi wa makala hayo hakufanya utafiti na pili anatumikia ajenda flani, fuatana nami katika kupitia baadhi ya hoja zake kuu na tutahitimisha kwa maoni ya wapigania maendeleo kote Afrika walivyoitathmini makala hii.

Moja ya hoja inayoonesha dhahiri mwandishi ni mtu wa mrengo gani ni pale anapomlaumu Rais Magufuli kwa utawala wake kuendesha msako wa wageni wanaofanyakazi nchini bila vibali.

Akifichua kilichomuuma zaidi, mwandishi huyo wa “the Economist” anaonekana akiandika kulalamikia kufukuzwa kwa wageni wasio na vibali akishadidia kwa kuandika “wakiwemo walimu kutoka Kenya!”

Si Magufuli tu, na wala mwandishi asitake kujenga dhana kuwa hatua zinazochukuliwa Tanzania zinakiuka haki za binadamu, bali dunia nzima kwa sasa hakuna nchi ambayo unaweza kuingia na kufanyakazi bila kufuata taratibu ikiwemo kuwa na kibali cha kazi.

Kama mwandishi ameumizwa sana na kuondolewa kwa wageni hao “wakiwemo walimu kutoka Kenya” basi awashauri waombe vibali au waende kwenye nchi nyingine yoyote ya Afrika au duniani ambako wataingia na kuanza kufanyakazi bila utaratibu wala kufuata sheria za nchi.

Mwandishi katika makala yake hiyo anaonekana kudhihirisha maslahi mengine anayoyapigania kupitia mgongo wa kulaumu utawala wa Rais Magufuli. Hapa amesomeka akilaumu mabadiliko yaliyofanyika Bandarini na kudai eti mizigo mingi sasa inapitia Mombasa badala ya Dar es Salaam.

Kama kuna kituko katika makala hiyo basi ni hiki. Kupungua kwa mizigo katika Bandari ya Dar es Salaam kumefafanuliwa sana, moja la hakika ni kwamba licha ya kupungua mizigo hiyo kutokana na kubana mianya ya kupitisha mizigo hovyo hovyo, Tanzania inajivunia mapato yake kupanda kupitia Bandari hiyo.

Sasa zinapofanyika jitihada kama hizi za kubadili mifumo ya utendaji ili Bandari itoe huduma bora na pia Serikali ipate mapato yake, lakini akatokea mtu akaumia kutokana na haya huyu ni wa kumhurumia lakini anayepaswa kuambiwa usoni na mchana peupe kuwa hatua hizi kamwe “hazitarudi nyuma wala kusalimu amri.”

                                          Ujenzi wa taasisi

Katika hoja ambazo zinaonesha mwandishi wa makala hiyo pia hakuwa anaelewa anataka nini ni hii. Ametoa hoja kuwa Rais Magufuli hahitajiki kujenga utawala madhubuti bali ajenge taasisi madhubuti.

Nakubaliana naye kwamba ili nchi ipige hatua inahitajika kuwa na taasisi madhubuti. Lakini ni hoja dhaifu mno kutetea uwepo wa taasisi madhubuti kwa upande mmoja na kisha kudharau umuhimu wa viongozi makini na madhubuti.

Ni kwa sababu hii ndio maana namshangaa mwandishi huyo anapoonekana kuumizwa na utawala makini na madhubuti wa Rais Magufuli unaotaka mambo yaende, unaotaka utendaji usio wa kimazoea na inayotaka Tanzania ielekee kujitegemea.

Lakini hata kama tukubaliane na hoja dhaifu ya mwandishi kuwa kuna umuhimu wa kujenga taasisi imara, nachelea kusema, mwandishi huyo huenda hajawahi kufika Tanzania na amehadithiwa tu yanayoendelea nchini.

Kwa kifupi, tangu aingie madarakani, Rais Magufuli kwa kauli thabiti za hadharani, vitendo vyake na kwa lugha ya mwili wake amepigania na ameanza kuzijenga taasisi za kitaifa ziweze kutenda kazi ipasavyo.

Amewang’oa watendaji kadhaa na wa taasisi muhimu kama Bandari, Taasisi ya Kuzuia na Kupambana na Rushwa, Shirika la Reli n.k. Amewafikisha kortini wabunge waandamizi, amewaambia majaji mchana kweupe kuwa watimize majukumu yao la atawashukia. Sasa akitokea mtu hayaoni haya yanayoweka tu misingi kabla ya mageuzi zaidi kuna shida mahali.    

                                          Kufuata sheria

Wakati hoja kadhaa zilizopita zinadhihirisha maslahi anayoyatumikia mwandishi, hoja hii inadhihirisha ni jinsi gani mwandishi wa makala husika anafuata hisia na ushabiki na si kutafiti na kutafuta vithibitisho.

Anaonekana kulaumu eti Rais Magufuli anawafukuza watumishi wa umma kazi hadharani na bila kufuata taratibu za kisheria. Huyu ni dhahiri kahadithiwa kuhusu hili na mwalimu wake naye anatatizo la kuongozwa na hisia na si uhalisia.

Tumesisitiza hapa mara kadhaa kwamba uwezo wa Rais kuwateua na kuwaondoa watumishi wa umma katika nafasi zao ni wa kikatiba na kisheria. Kikatiba, ibara ya 36 inazungumzia uwezo wake wa kuteua na kutengua.

Kisheria, Sheria ya Utumishi wa Umma, 2002 vifungu vya 23 na 24 vinaainisha taratibu ambazo Rais anaweza kuzitumia katika kuwaondoa kazini watumishi wa umma. Sasa mwandishi wa jarida makini kama “the Economist” anapofuata mkumbo bila utafiti ni aibu ya karne kwa taaluma adhimu na adimu kama ya uandishi wa habari.

                                    Maoni ya Wasomaji

Ukitaka kujua kuwa makala hii ni miongoni mwa kazi dhaifu sana za sanaa kuwahi kutokea soma maoni ya wasomaji kutoka kote Afrika na duniani waliochangia mwishoni tu mwa makala hiyo ya mtandaoni.

Wengi katika waliochangia si mashabiki wa kisiasa wa Dkt. Magufuli, si wanachama wa chama chake wala siasa zake na wapo ambao hawajawahi kufika katika nchi yake lakini wote wanaamini Dkt. John Pombe Magufuli ni aina ya Rais ambaye Tanzania inamhitaji, Afrika ilimsubiri sana na Dunia inaheshimu uwepo wake.

“Magufuli anafanya mageuzi yenye mtikisiko katika uchumi wa Tanzania; akipambana kukusanya kodi, kuzuia ufisadi na kupunguza utegemezi wa misaada kutoka nje…wengi wataumizwa na mageuzi haya,” ameandika msomaji mmoja akijibu na kupingana na hoja dhaifu za makala ya “the Economist.”

Mwingine akaandika: “Ni wazi mwandishi hajui nini kinaendelea Barani Afrika. Hili ni Bara ambako wafanyabiashara wengi wakubwa wamekuwa ni wezi wazuri. Haya, anaibuka Magufuli akiwa analijua hilo na kuanza kubadili mambo, the Economist linasimama upande wa wezi!”

Nihitimishe, kwa kusisitiza tena, litakuwa ni wazo la kijinga kudhani kwamba Watanzania hawataki Rais wao wala Serikali yao ikosolewe, la hasha. Mwalimu Nyerere ametuasa katika “TUJISAHIHISHE” na “MWONGOZO WA TANU” kuwa kujikosoa ni kujisahihisha. Lakini Abraham Lincoln alipata kusisitiza:

“He has a right to criticize, who has a heart to help,” kwamba haki ya kukosoa anayo tu yule mwenye nia ya kusaidia. Mwanafalsafa nguli wa kale Plato yeye anatuonesha kuwa ukiona zinakuja kosoakosoa zisizo na msingi ujue kuwa kuna kitu kikubwa umefanya na ukiona kimya ujue haujafanya lolote, anasema: “To avoid criticism, do nothing, say nothing, be nothing.”
